The boundary
Only what one user can see.
Each key acts as one Club OS user, set when the key is issued. It sees only what that user can see, cut down to its scopes.

Candidate email and phone come back only when a call asks for them and states a reason. Writes and contact-detail reads go to an append-only audit log; that write is best-effort, so it never blocks a call. A service key is used only to check the API key and write the audit log.
